I do actually have the /usr/include/rpc directory (rpc.h, xdr.h, clnt.h etc are all present) and I still can't compile (specifically, can't link). My older LFS build with glibc 2.13 built the 4.0.1 release just fine.

setquota sets the quota limit on a quota root to a given value. Quotas on the Cyrus . system are always expressed in kilobytes.
This allows multiple users and groups to share a single high-performance file system while keeping storage usage within defined limits.
